Have you ever changed things in the Application Settings section? I have to admit I have not tried getting the application settings using the ConfigurationManager class. It would seem with this class you could change any section. According to the documentation on MSDN http://msdn.microsoft.com/en-us/library/aa730869(vs.80).aspx application settings are read-only at runtime.
